DGT Driving License Rules for Foreign Residents in Spain
Foreign citizens taking up legal residence in Spain who hold a non-Spanish driving license must comply with regulations established by the Directorate-General for Traffic (Dirección General de Tráfico – DGT).
Under Spanish law, non-EU/EEA driving licenses are valid for driving in Spain for a maximum of 6 months from the date legal residency (TIE card or EU citizen registration certificate) is granted. After this 6-month window, driving on an unexchanged foreign license is illegal and carries fines up to €500 and vehicle immobilization.
Exchange Rules by Country of Origin
- UK Driving License Holders: Under the UK-Spain reciprocal driving agreement, UK driving license holders can exchange their DVLA license directly for a Spanish driving license (permiso de conducir) without taking a theory or practical driving test. You must pass a medical/psychomotor aptitude test (psicotécnico) at an authorized clinic and book a DGT exchange appointment (Cita Previa para Canje).
- EU and EEA License Holders: EU/EEA driving licenses remain valid in Spain until their official expiration date. However, holders must register with the DGT after 6 months of residency and undergo the standard Spanish psychophysical medical check when renewing.
- US and Canadian License Holders: There is no federal reciprocity agreement between Spain and the United States or Canada. US/Canadian license holders cannot directly exchange their license. To drive legally in Spain after 6 months of residency, you must enroll in a Spanish driving school (autoescuela), pass the DGT theoretical examination (available in English or Spanish), and pass the DGT practical on-road driving test.
- Reciprocal Agreement Countries: Citizens of countries with bilateral treaties (including Switzerland, Norway, Andorra, Japan, South Korea, Argentina, Chile, Colombia, Ecuador, Peru, and Uruguay) can exchange their licenses under specific treaty guidelines.
Step-by-Step DGT License Exchange Procedure (UK & Treaty Countries)
- 1. Obtain Cita Previa: Book an appointment online via the DGT portal (dgt.es) or by calling 060 under the “Canjes de permisos” section.
- 2. Complete Psicotécnico Medical Examination: Attend an authorized CRC medical clinic for eyesight, hearing, reflex, and blood pressure testing (cost: €40 to €70; valid for 90 days).
- 3. Gather Required Documentation: Passport, valid TIE residence card or Certificado de Registro de Ciudadano de la Unión, original foreign driving license + photocopy, official medical certificate, and passport-size photo.
- 4. Pay the DGT Administrative Fee: DGT processing fee (€28.87 for standard exchange without practical exam; payable by credit/debit card at the DGT office).
- 5. Receive Temporary Permit: The DGT issues an interim provisional authorization (Autorización Provisional para Conducir) valid for 3 months while the permanent Spanish driving card is mailed to your registered address.
